Dokdo Ad Appears in Washington Post
Gracing the pages of the Washington Post’s Monday edition this week was a full-page advertisement proclaiming to its readers that the Dokdo Islets are in fact Korean Territory. The ad, placed by Korean publicist Seo Kyoung-duk, came about after an internet user saw one of his previous ads in the New York Times last month, and proceeded to launch a fundraising campaign. Before long it had attracted around 110,000 Internet users and generated 180 million won in donations. The Netizens were also able to put their own two cents in by voting on which of three sample ads would be used. The samples were generously provided by a PR company and the winner, titled “Stop Distorting History” won by a landslide with 58.6% of the vote.

Ships to Slow Down for Whales
A proposal unveiled Monday by the National Oceanic and Atmospheric Administration (NOAA) could end the dispute that has been raging between federal fisheries scientists and the Bush administration over possible speed limits for ships in areas inhabited by endangered whales. With a population of only about 300, the North Atlantic right whale is close to the brink of extinction. In 2006, the original plan called for a buffer zone of 30 nautical miles around several Eastern US ports in which ships would have to slow down to 10 nautical miles per hour. The new, scaled-back plan is for a 20-nautical-mile buffer zone to reduce the number of fatal collisions between ships and whales. 'We want the speed to be slow enough so that the whales have a chance to get out of the way, or the blow will be a glancing blow, and they will survive,' said NOAA Administrator Conrad C. Lautenbacher Jr.
*Close to the brink:

*Buffer zone:

*Scale-back:

eg) scale back his fighting capabilities/ scale back its nuclear activities
*Glancing blow
